Local Consent for Single Event Alcohol License To Icon Culinary - Night Under Lights: APPROVED

Short Subdivision Zoning Map Amendment: ITEM CONTINUED TO NEXT CITY COUNCIL MEETING
On the request of Alex Short, for approval of a Zoning Map Amendment for approximately 1.5 acres located on the north side of 13200 South, at approximately 1017 East. The property is currently zoned RA1 (Residential Agricultural, 40,000 ft² lot minimum). The applicant is requesting approval of a Zoning Map Amendment to the RA2 (Residential Agricultural, 20,000 ft² lot minimum) to allow for potential future subdivision of the property. The Planning Commission heard this item at their September 3, 2020 meeting and forwarded a positive recommendation on the application with a 5-0 vote.
Park Crossing Zoning Map Amendment and Land Use Map Amendment: DENIED
On the request of Robert Thomson, representing Utah Land Co. LLC, for approval of a Zoning Map Amendment and Land Use Amendment for approximately 3.7 acres located on the south side of 12300 South, at approximately 675 W, 679 W, 681 W, & 693 W 12300 S. The properties are currently zoned RA1 (Residential Agricultural, 40,000 square foot lot minimum) and CC (Community Commercial). The request would change the zoning to RM2 (Multi-family Residential, up to 12 dwelling units per acre) and the land use designation on the property from Residential Low/Medium Density and Neighborhood Commercial to Residential High Density. The current use on the subject properties are single family residential homes built in the 1930’s and 1940’s or undeveloped land. If approved, the applicant is proposing a multi-family townhome development of 41 units to be reviewed under a separate application. The Planning Commission heard this item at their September 3, 2020 meeting and forwarded a positive recommendation on both applications with a 4-1 vote.
City Initiated Flag Lot Text Amendment: ITEM CONTINUED TO FUTURE CITY COUNCIL MEETING
On the request of Draper City for approval of a Text Amendment to Draper City Municipal Code (DCMC) 9-27-090, Flag Lots. On April 7, 2020 the City Council passed Ordinance No. 14-27, a temporary land use regulation, which prohibits new development applications proposing to erect, construct, reconstruct or alter any structure on a flag lot or proposing to subdivide land to create a flag lot. The temporary land use regulation was enacted after members of the City Council expressed sentiment that the current development standards regarding flag lots do not meet the goals and objectives of the zoning ordinance in that the current code does not adequately address the burden placed on existing residents surrounding a flag lot and approving new development on flag lots will only exacerbate the negative impacts of flag lots on existing residents. The temporary land use regulation is set to expire on October 7, 2020, or earlier, after public hearings are held and amended provisions are presented to the Planning Commission and the City Council for review and adoption. The Planning Commission will be reviewing proposed language and making a recommendation to het City Council. The Planning Commission heard this item at their September 3, 2020 meeting and forwarded a positive recommendation on a 5-0 vote with two minor modifications to the text. These modifications have been reflected in the ordinance submitted for Council review.
Amending the FY2021 Budget: APPROVED
Amending the FY2021 budget for various city projects and staffing needs. Projects will include road construction such as for the following: the Deer Ridge Drive road reconstruction, Lone Peak Parkway (12300 S to 12650 S.), 2021 preventative road maintenance, 1000 E. Draper Parkway Signal, Bangerter/Vestry traffic signal, pedestrian refuge island traverse/Oak Summit, Highland Dr./1300 E. signal, and Carlquist roundabout. Other budget items include park picnic shelters, Fire Department assistance grant, utility billing clerk, and other staffing needs. View all budget items.
