Assistant City Manager - Russell Fox

Russell Fox monitors citywide projects to assure proper implementation and is the project manager over special projects, building infrastructure, and real estate. Russ carries out the policies and programs established by the Draper City Council, under the direction of the City Manager.  He represents the interests of the city with the public, government agencies, community organizations and elected officials of surrounding communities and seeks to develop cooperative programs to benefit the residents of Draper City. Russ provides complex staff assistance, research and analysis to the City Manager, City Council and Mayor. 

Russell started for Draper City in 2009 as the Community Development Director, where he was over the Planning, Building & Safety, and Code Enforcement divisions and oversaw the development process for Draper.


Russell has been working as a manager and urban planner for 22+ years and has both public and private sector development experience. He began his career working for West Jordan where he was the City Planner. Russell left West Jordan to work for Envision Utah where he assisted with regional planning and worked with Wasatch Front Communities to develop general plans, developed public involvement processes and provided training on the Urban Planning Tools for Quality Growth toolbox. After Envision Utah, Russell worked for Kennecott Land where he developed the West Bench Master Plan and West Bench General plan for 75,000 acres along Salt Lake County's West Bench and Oquirrh Mountains.
